It is significant — crucial, even — to keep one, big fact in mind when assessing the recent UN climate gathering in Glasgow, known as COP26. That stands for Conference of the Parties, meaning all the countries that have signed the United Nations Framework Convention on Climate Change.

The key thing to remember when evaluating the dramatic, enviro-activist promises made by world leaders is that China and Russia weren’t there.

Why is that so important? Because China is far and away the largest emitter of carbon dioxide in the world, emitting nearly twice as many gigatonnes per year as the second-highest emitter, the United States.

And Russia is No. 4.

Between them, China and Russia account for 33 per cent — one-third — of all greenhouse emissions.

Assuming that capping global carbon emissions can actually stem global warming, no progress is going to be made without Beijing’s and Moscow’s co-operation. And far from co-operating, the pair weren’t even at the meeting.

By contrast, Canada accounts for just 1.5 per cent of emissions. And that number is already falling.''
